Arrowsticks, Traffic Directionals, Traffic Advisors; Are They Needed?

Have you ever been driving down the road and you see a police car on the side of the road with the arrowstick telling you to drive on the sidewalk?
It seems to be a fairly common occurrence here in NYC. And I'm sure its happening in many other places. Police cars, ambulances, fire trucks all equipped with arrowsticks but not using them correctly! While most times drivers will know where to drive regardless of where the arrowstick tells them to go, there is going to be a time when someone is going to be killed or at least injured (and it may be the police officer or EMT) because the arrowstick was incorrectly being used.
We need to start teaching our public safety officials about the importance of using an arrowstick. And if the department doesnt want to teach their personnel, then they need to get rid of the arrowsticks and replace them with a simple warning stick!
